BCs seek caste survey before local polls in Telangana

A meeting organised by the BC Intellectuals forum has urged the Telangana government to conduct Caste Survey before  going for the local bodies elections.  The meting reminded the Congress government led by CM Revanth Reddy that the caste survey was mentioned in the party manifesto before the elections. The meeting was held at a hotel in Hyderabad on July 30, Tuesday.

The meeting was presided over by Forum convener T Chiranjeevulu, IAS (Retd) and attended by people from different fields. They include Telangana Legislative Council vice chairman Banda Prakash, MLC, former Rajya Sabha MP V Hanumanth Rao, retired High Court justices B Chandra Kumar and Eswaraiah, former minister Srinivas Goud, Congress MLC Teenmar Mallanna, BRS MLC Madhusudhana Chary, Dr Vinay Kumar , among others

 

A resolution titled Hyderabad Declaration was passed at the meeting, with the following  points:   

Caste Survey: –

It has been resolved unanimously to request the State Government to Reconsider its decision to go to local bodies polls without caste survey and  an earnest appeal to conduct Caste Survey at once before Local bodies elections as per  Kamareddy  Declaration, its election manifesto  and  Sri Rahul Gandhi ji assurance during his visit to State for campaigning for Assembly elections.

Enhancement of Reservations in Local bodies Elections and Categorization. :

It is resolved to appeal to  the  State Government to enhance BC reservations from 23% to 42% and categorization of B.C.s as per their  Kamareddy’s declaration.. It is believed that the Congress party being a National Party will Keep up its promise.

SUB-PLAN— It has been resolved to appeal to the State Government for allocation   of  Rs 20000 cr  per annum for O.B.C development and welfare  as per the  Kamareddy declaration and sub-plan  for B.C.s and Most Backward castes for their economic empowerment.

Proportionate representation in the Appointments of various posts in the Government. It has been resolved to appeal to State Government to maintain proportionate representation in appointment to various posts such as corporation chairmen and Vice chancellor posts and other posts under the State Government and para-statal bodies. Preparation of Monograms of B.C. castes-

It has been resolved to appeal the State Government for the preparation of Monograms of .B.C.Castes to record and preserve their culture, skills, traditions etc.

 

Appeals to the Government of India-

Caste Census for Social Justice –

CIt has been resolved to appeal to  the Government of India for conducting Caste Census in the coming decennial census and categorization of O.B.Cs. for inclusive growth and Social justice to all

Removal of cap on Reservations

It has been resolved to appeal to  the  Government of India  for removing 50% cap on Reservations by enacting a special t and enhance the reservation quota for OBCs in proportion to their population.

Reservations in Legislative bodies-

It has been resolved to provide O.B.C reservations in legislative bodies such as Assembly and Loksabha  for political  empowerment of O.B.Cs

Filling up Backlog vacancies and reservations in promotions- It has been resolved to appeal to the  Government of India  to provide reservations in promotions for O.B.C s and fill up all  backlog vacancies  so as to maintain their allocated  quota in the Government.

Reservations in appointment of Judges in High Court and Supreme Court.-

It has been resolved to appeal to the   Government of India to adopt special Acts for providing reservation quota in the appointment of Judges to the High Court and the Supreme Court to have voices of marginalized communities in Justice dispensation system.

Implementation of  Mandal Commission Recommendations in toto  –

It has been resolved to appeal to  the  both the State and Central Governments to  implement  rthe recommendations of Mandal Commission in toto to provide equal opportunities and all round development of   these hitherto marginalized communities .

Special Protection Act for O.B.Cs-

It has been resolved to appeal the   Government of India  to adopt special Act for protection of O.B.Cs.
