The Federation of Associations of Telangana Higher Institutions (FATHI) has decided to go on strike from November 3, Monday, to press for their manor demand of release of Reimbursement of Tuition Fees (RTF) dues to all the private professional and degree colleges by the month end.
FATHI members held an emergency general body meeting on October 26, Sunday at 3:00 p.m. to review the severe financial crisis being faced by private colleges across the State due to the prolonged delay in the release of fee reimbursement dues, said a press release from FATHI. FATHI chairman Dr N Ramesh Babu, organizing secretary Dr Sunil Kumar, general secretary KS Ravi Kumar and treasurer K Krishna Rao signed the release.
After extensive deliberations, the general body unanimously resolved to put forth the following demands before the Government of Telangana, all of which are to be fulfilled by 1st November 2025:
Immediate Release of Pending ₹900 Crore Fee Reimbursement Dues: Out of the ₹1,200 crore promised for release before Dasara and Diwali, only ₹300 crore has been disbursed so far. The balance ₹900 crore must be released on or before 1st November 2025. Clearance of All Pending Dues up to Academic Year 2024-25 with a Defined Roadmap: The Government should announce and implement a time-bound roadmap for clearing all pending dues amounting to approximately ₹9,000 crore, ensuring complete payment by 31st March 2026.

Timely Release of Current Year (2025-26) Dues: The Government should also announce a defined roadmap for the release of the current year’s fee reimbursement dues, ensuring that all payments are completed before 30th June 2026.
Issuance of Guidelines and NOCs for Newly Approved Courses: The State Government must issue clear guidelines for AICTE-approved new courses whose NoCs have been pending for several months, thereby enabling institutions to to apply for these courses at least for the next academic year.
FATHI has resolved that if the above four demands, including the announcement of the required roadmaps, are not fulfilled by November 1, 2025, all private higher education institutions across Telangana will observe a State-wide bandh from 3rd November 2025.
The Federation has appealed to the Chief Minister and the Deputy Chief Minister to take urgent cognisance of the situation and ensure timely resolution in the interest of thousands of institutions, faculty, staff, and students.
